What exactly is in a VIN vehicle history report?

I am looking at a car from Germany and everybody says the VIN report is the basics. What does it actually contain?

Where registries and databases carry the data, the report shows odometer readings over the years, damage and repair records (sometimes with auction photos), theft and outstanding-finance flags, the number of previous owners, the countries of registration and service entries.
The most useful part is mileage over time: a rolled-back odometer shows up as an earlier record that is higher than a later one, or a progression that makes no sense. The registration countries matter for a car that has crossed borders before.
